NASA has provided technical direction to Federal Services to formally initiate and lead efforts on Option 7 transition planning and execution. This notice is a precursor of NASA’s intent to exercise Option 7 of the Institutional Services Contract (ISC) within the next few months. Option 7 encompasses the transitioning of Operations & Maintenance responsibilities for the Checkout, Assembly and Payload Processing Services (CAPPS) facilities and infrastructure from CAPPS to ISC.
Technical direction was issued on Jan. 29, 2009. Integrated transition activities have begun. Various teams (HR/LR, Business Mgmt., IT, Facilities, Engineering, S&MA, Logistics) representing NASA, CAPPS and ISC have been created to address transitioning elements. The teams will be in effect throughout the CAPPS to ISC transition period ending September 30, 2009. Significant schedule milestone include:

Federal Services Team ISC will provide program management, facilities operations, maintenance and engineering; propellants and life support operations; logistics; transportation; and laboratory management in support of CAPPS. Below is a table presenting those CAPPS facilities transitioning to ISC. Those highlighted represent the central focus of Payload Processing; while the others play significant support roles. Within these facilities there are over 250 sub-systems comprised of nearly 4,000 unique assets for which ISC will become responsible.
